Chi Chang is Deputy Director of Market Intelligence & Consulting Institute at the Institute for Information Industry (III) in Taiwan. Chi Chang is also a consultant specialized in WiMAX, FTTx, VoIP, Broadband, and Mobile Network. He has been in charge of the 'M-Taiwan Program', 'Telecom Applications Platform Development and Promotion Program' since 2004 as a project manager.
