Cindy Foley
Twin sisters Candy Foelix and Cindy Foley founded the Child of this Culture Foundation (COTC) over a decade ago. COTC is a community-based organization that supports the development of breaking into the United States, protects the image of hip hop in educational systems, and empowers the next generation to find a voice through dance. In 2018, because of breaking’s debut at the Youth Olympic Games in Buenos Aires, the expansion of the Hip Hop Arts, Culture, and Sport Placemaking Strategic Plan formed the first idea to develop a strategic plan to assess the agency’s creative placemaking efforts to date and support research and development. Cindy Foley is a veteran and military spouse pursuing a doctorate at the Rossier School of Education at the University of Southern California. She has published an article called ‘From bgirl to bbaby: Constructing a breaking pedagogy’ in the Journal of Dance Education (2016). She serves COTC as executive director.
