Luis A. Fretes Carreras

Luis A. Fretes Carreras is a lawyer (Paraguay) and has a diploma in regional development (Chile), a master’s in political science (Paraguay) and in public management policy (Spain). He was an ambassador, extraordinary and plenipotentiary, of the Republic of Paraguay in the Portuguese Republic (2009–14). He is a research fellow and guest assistant professor at CEI-IUL, Instituto Universitário de Lisboa. His research interests are transition and consolidation of democracy, foreign affairs and Latin America studies. His recent publications include: ‘El Conservadurismo en el Paraguay post-dictadura’ (‘Conservatism in post-dictatorship Paraguay’), in Russia and Iberoamerica in a Globalizing World: History and Modernity: Reports and Materials of the Third International Forum (2017); ‘Geopolitical transformations in South America: Crisis of the international relations of Paraguay in MERCOSUR and UNASUR’, in Estudios Iberoamericanos IV (2016) and ‘Diversification and political dynamism of Portugal in Latin America’, in Memories of the 2nd International Forum ‘Russia and Iberoamerica in a Globalizing World: History and Perspectives’ (2015).
